City faces stiff opposition as it prepares the 2nd phase construction of O’Hare

The first phase of extension of O'Hare airport by Chicago has almost been done incurring a cost of 3.2 billion dollars but what proves tough is the beginning of the 2nd phase which is objected greatly by American and U. S. airlines citing that the cost incurred in expansion is a waste under current circumstances.

O'Hare has been witnessing a dip in the traffic recently and during 2009 the volume of traffic was lower than that was fifteen years ago. Owning to this the United and the American airlines don't want the project to get completed now but to be postponed till the airport sees its traffic volume rising and reaching the earlier standard levels.

The American and united airlines have also threatened to move to court and sue Chicago if the constructions are continued without their approval. Mr. Richard Daley, the Mayor on the other side though wants to proceed as he suspects that any delay would see the price increase drastically and to such extent that it would result in suspension of the project. In fact the city officials are preparing themselves for an issue of bonds valuing something around
1.1 billion dollars within the next 2 weeks followed by another such debt financing scheduled this spring.

Here on Tuesday in an effort to stop construction and prevent O'Hare from incurring more debts, the carriers appealed the Cook County Circuit judge to issue injunction on the construction on the basis that city have undermined the lease agreement signed between them twenty five years ago that gives the carriers power of Veto over any capital enhancement project since it has to be them who has to repay the bonds.

City officials were not ready to comment on their legal strategy in response to the United and American airlines. But it can be understood that their legal move is based on the point that the time the bonds have to be repaid that is on 2019, the Veto rights will be no more with the carriers as the agreement would expire by that time.
